Carbon Markets: Do Voluntary Offsets Actually Work?

Every year, airlines sell passengers the option to "offset" their flight's emissions for a few extra dollars. Corporations announce they've achieved carbon neutrality. Governments tout market-based solutions as alternatives to hard regulation. All of it rests on one foundational assumption: that a carbon credit purchased in a marketplace genuinely removes or avoids a meaningful ton of CO₂. That assumption, it turns out, deserves serious scrutiny.


Carbon markets come in two broad forms. Compliance markets are mandatory — regulated industries buy credits to meet legally binding emissions caps, as in the European Union Emissions Trading System (EU ETS) or California's cap-and-trade program. Voluntary carbon markets (VCMs) are different: companies and individuals buy offsets not because they're required to, but to meet self-declared climate targets or satisfy consumer expectations. The voluntary market has grown explosively, reaching an estimated $2 billion in annual transactions by the early 2020s, with projections suggesting it could scale to $50 billion or more by 2030. That growth has attracted both genuine climate innovation and significant opportunism.


The core problem with many voluntary offsets is a concept called "additionality" — the requirement that the carbon reduction funded by a credit would not have happened anyway. A reforestation project that simply protects a forest that was never under serious threat of being cut down isn't adding anything to the climate ledger. Investigations by journalists and researchers, most prominently a 2023 analysis of Verra — the world's largest carbon credit certifier — found that the vast majority of its rainforest protection credits likely did not represent real emissions reductions. Projects overstated the baseline deforestation threat, sometimes dramatically, meaning that companies buying those credits were essentially paying for nothing while continuing to emit freely.


A related problem is "permanence." A forest that sequesters carbon today can burn tomorrow, as has happened repeatedly with carbon-credited forests in California and Siberia. When the trees burn, the sequestered carbon returns to the atmosphere — but the company that bought the credit has already claimed the offset and moved on. Some registries maintain "buffer pools" of extra credits to account for this risk, but critics argue these pools are systematically undersized for a world of accelerating climate-driven wildfires. Carbon stored in geological formations or concrete may offer more permanent solutions, but these approaches are currently more expensive and less scalable than forest-based offsets, which dominate the voluntary market.


Not all carbon credits are equally problematic. Methodologies vary enormously, and some project types — direct air capture, improved cookstoves in developing nations, avoided methane emissions from landfills — have more defensible accounting than others. Compliance markets, where there is regulatory oversight and independent auditing, tend to be more rigorous than voluntary ones. The EU ETS, despite early struggles with over-allocation of permits, has matured into a system that has driven meaningful industrial decarbonization. The lesson isn't that market mechanisms can't work — it's that they require robust, independent verification, conservative accounting, and regulatory teeth.


The deeper philosophical question is whether carbon offsets are a genuine climate tool or a delay tactic. Critics argue that allowing companies to "neutralize" emissions through purchased credits reduces the urgency to actually cut those emissions at source — a form of greenwashing that keeps fossil fuel infrastructure profitable longer than it should be. Proponents counter that offsets, if properly designed, direct capital toward climate solutions in developing nations that would otherwise receive no investment, and that they buy time while harder decarbonization challenges are solved. Both positions have merit, and the answer likely depends on whether offsets are used alongside genuine emissions reductions or instead of them.


Reform efforts are underway. The Integrity Council for the Voluntary Carbon Market (ICVCM) launched its Core Carbon Principles in 2023 to establish minimum quality standards. Several major corporations, burned by media scrutiny over dubious claims, have begun shifting from "carbon neutral" pledges to more defensible "net zero" commitments with science-based timelines and higher offset quality thresholds. Meanwhile, Article 6 of the Paris Agreement, after years of tortured negotiations, has begun creating rules for internationally traded carbon credits between countries. None of this is moving fast enough to meet climate targets, but the architecture of a more credible system is slowly taking shape. The voluntary carbon market is neither savior nor scam — it is a tool, and like all tools, its value depends entirely on how rigorously it is built and how honestly it is used.
